Who is the designer of this car show uniform?

Don't really understand who is the one that design this car show uniform. Got a strip near the shoulder. What is the purpose? To restrict the movement of the arm? Somemore only one arm is one, another is out. Really kind of special. 

Back to think about it, without that strip, the uniform will be nothing special, but a spag top.
